FSATech Listserv: IRS Request Flags of 02 and 03 and IRS Data Field Flags

Several schools have reported on the FSATech listserv that they are receiving ISIRs where the IRS Request Flag is an 02 with the IRS Data Field Flags indicating IRS data was transferred and changed by user to a different value (2) or  the IRS Request Flag is an 03 with the IRS Data Field Flags indicating IRS data was transferred and not changed by user (1).


FSATECH has provided the following information on 04/25/2019 for these ISIRs.


"The issues with IRS Data Retrieval Tool (DRT) you described below are both related to auto-zero EFC logic on fafsa.gov. Federal Student Aid continues to assess the flags generated by the IRS Data Retrieval Tool (DRT), and the behavior of some flags will be changed in a future release. For the records that have conflicting flags, if the only data elements indicating a change are elements that are not needed for an EFC determination due to the student being eligible for an automatic zero EFC, the conflicting data element flags can be disregarded. In these cases, the school can use the IRS Request Flag of 02 if it is present.


If an IRS Request Flag of 03 is present (IRS data was transferred from the IRS and changed by the user prior to submission of an application or correction), but the IRS Data Field Flags are all 1 (indicating that the individual data elements are not changed), this data conflict can be disregarded.

"This happens when a student who qualifies for an automatic zero Expected Family Contribution (EFC) answers all the financial questions, and then returns and selects "Yes" to the question that asks "Skip the remaining financial questions...?"


Federal Student Aid continues to assess the flags generated by the IRS Data Retrieval Tool (DRT), and the behavior of some flags will be changed in a future release. For the records that have conflicting flags, if the only data elements indicating a change are elements that are not needed for an EFC determination due to the student being eligible for an automatic zero EFC, the conflicting data element flags can be disregarded. In these cases, the school can use the IRS Request Flag of 02 if it is present.
