Introduction

The California DREAM Application is an allowable ISIR file to be uploaded into StudentForms due to its file layout replicating the Federal ISIR provided when completing the Free Application for Federal Student Aid (FAFSA). This layout includes the order, location, and given values for each ISIR field. The exception to this is the 2018-2019 California DREAM Application ISIR, where the values for the ISIR fields "Student's Tax Return Filing Status" and "Parents' Tax Return Filing Status" differ from the Federal ISIR. The values for Head of Household, Married-filed joint return, and Married-filed separate return are different than the values used for the Federal ISIR record.






The 2019-2020 Cal DREAM Application was corrected to utilize the same values as those found for the Federal ISIR record. For additional reference, below are the links to the record layout for both the California DREAM Application and the Federal ISIR.

Smart File Review and the Cal ISIR Corrections Export

StudentForms continues to perform the same functionality in its Smart File Review calculation and ISIR correction process. If a value given by documentation provided by the student does not match the latest Federal/Cal DREAM ISIR, then the system will calculate the difference as needing an ISIR Correction. While this works correctly for both of the current award year Federal ISIRs and the 2019-2020 Cal DREAM ISIR, this process does not work for the 2018-2019 Cal DREAM ISIR.


Example:

If a DREAM student report his or her parent's filing status as Single for the 2018-2019 award year, but the parent's tax return transcript shows that the parent's filing status is Head of Household, then Smart File Review would calculate that an ISIR Correction is needed. Leaving the file review status as is at the time of Completing the file review would cause a correction file to be generated, and the Cal ISIR Corrections export would display Parents' Tax Return Filing Status = 4 (as it's the value used by the Federal ISIR record), when in fact it should actually generate a value of 2 for the 2018-2019 Cal DREAM ISIR.



In order to capture the correct value in the Cal ISIR Corrections export, the application has been updated to handle the exception through a little manual intervention. For California DREAM students for the 2018-2019 award year only, the ISIR fields "Student's Tax Return Filing Status" and "Parents' Tax Return Filing Status" now have a warning icon to help guide users in updating the Smart File Review Status to help the system pull the correct value for the export.



  • If the field is auto-calculated as "Match", you do not need to update the Status as a Match will not generate a correction for the field.
  • If the field is auto-calculated as "ISIR Correction", you will need to update the field to "Ignored" and the system will know to generate the appropriate correction value for the field.
    • Not updating the status will cause the Cal ISIR export file use the incorrect value, the one used by the Federal ISIR records.



Based on the same example used above with Head of Household, updating the Status to "Ignored" will now generate the value of 2 (Head of Household) for 2018-2019 Cal DREAM ISIR correction.


The caveat to this process is for any scenario where the field "Student's Tax Return Filing Status" or the field "Parents' Tax Return Filing Status" is the only field that would generate a correction, when you manually update the status to "Ignored", if all other field statuses are "Match" or "Ignored", the system will treat the transaction as not having any corrections and move forward to a Verified status. A warning modal will now appear to ensure you have recorded the value manually to ensure the correction is entered in CSAC WebGrants System, as it will not appear on the Cal ISIR Corrections export.
