Fix to an issue with Employee Management import emails.
- [PM-302] - Employee Management Import Ignoring Communications Settings
- Fixed an issue where PlatformManagement communications settings were being ignored during the Employee Management import process, sending a communication no matter if communication templates were enabled or not. This effected employees receiving the School User Account Creation email any time a new employee was added through the import process, the Employee Email Updated email when the import process updated an existing user's email address, and Employee Phone Number Updated email when the import process updated an existing user's phone number. The import process now correctly identifies which communications to send, if any, based on the PlatformManagement communication settings.
